The Chartered Public Administrator (CPA) is a professional designation awarded to public administrators who demonstrate proficiency in the knowledge and practice of public administration. In order to obtain the CPA designation, individuals must pass an examination administered by the Global Academy of Finance and Management (GAFM). The CPA is one of the most prestigious and sought-after qualifications in the public sector. The CPA designation is designed to provide public administrators with a framework for developing their knowledge and skills in public administration.
The modules will cover the areas of public policy, finance and budgeting, human resources management, and organizational theory and practice.
Module 1 Public Policy:Â
The public policy module will provide an introduction to the theory and practice of public policy development and implementation. Topics covered in this module include: the policymaking process, public policy analysis, the role of the media in public policy development, and the legal and ethical aspects of policymaking.

Module 2 Finance and Budgeting:
The finance and budgeting module will provide an introduction to the principles and practices of public sector budgeting and financial management. This module will cover topics such as: public sector accounting, public sector budgeting, fiscal policy and revenue mobilization, and public sector debt management.

Module 3 Human Resources Management:
The human resources management module will provide an introduction to the principles and practices of human resources management in the public sector. This module will cover topics such as: job analysis and design, recruitment and selection, performance management, training and development, and compensation and benefits.

Module 4 Organizational Theory and Practice:
The organizational theory and practice module will provide an introduction to the theory and practice of public sector organizations. This module will cover topics such as: organization theory, organizational design, organizational culture, and the role of leadership in public sector organizations.

Module 5 Public Administration Theory:
The public administration theory module will provide an introduction to the history and development of public administration. This module will cover topics such as: the classical and modern theories of public administration, the role of the public bureaucracy, and the politics of public administration.

Module 6 Public Administration Practice:
The public administration practice module will provide an introduction to the principles and practices of public administration. This module will cover topics such as: public sector management, public sector reform, public sector performance management, and public sector ethics.

Module 7 Data Analysis and Research Methods:
The data analysis and research methods module will provide an introduction to the principles and practices of data analysis and research methods in public administration. This module will cover topics such as: data collection and analysis, survey design and implementation, and quantitative and qualitative research methods.

Module 8 Public Policy Evaluation:
The public policy evaluation module will provide an introduction to the principles and practices of public policy evaluation. This module will cover topics such as: public policy evaluation frameworks, performance measurement and evaluation, and the use of cost-benefit analysis in public policy evaluation.

The public sector leadership module will provide an introduction to the principles and practices of public sector leadership. This module will cover topics such as: leadership theory, public sector leadership styles, and the use of leadership models in the public sector.

The public sector communications module will provide an introduction to the principles and practices of public sector communications. This module will cover topics such as: public sector writing, public sector speaking, and media relations in the public sector.

Module 11 Public Sector Law:
The public sector law module will provide an introduction to the principles and practices of public sector law. This module will cover topics such as: constitutional law, administrative law, labor law, and public sector ethics.

Module 12 Public Sector Financial Management:
The public sector financial management module will provide an introduction to the principles and practices of public sector financial management. This module will cover topics such as: public sector budgeting, fiscal forecasting, financial reporting, and public sector debt management.
